Federal Regulators Investigate New Purpose-Built Robotaxi Deployment

Federal safety regulators have opened an investigation into a leading autonomous vehicle company just hours after it deployed its new purpose-built robotaxi on public roads in Austin, Texas. The vehicle is notable because it was designed without a steering wheel or pedals, raising questions about how it complies with existing federal motor vehicle safety standards that generally require traditional manual controls. The company told the National Highway Traffic Safety Administration that it self-certified the vehicle as compliant with all applicable federal standards, a process commonly used by automakers. The investigation comes as the US Department of Transportation considers changes that could remove some requirements for manual controls on vehicles designed exclusively for autonomous operation. The case could become an important test of how existing federal vehicle standards apply to a new generation of purpose-built autonomous vehicles. As manufacturers move away from adapting conventional cars and toward vehicles designed specifically for driverless service, regulators will increasingly have to determine whether longstanding safety requirements remain appropriate.

New Jersey Rideshare Drivers Rally Against Autonomous Vehicle Legislation

Rideshare drivers and labor organizations rallied outside the New Jersey State House to oppose legislation establishing a three-year autonomous vehicle pilot program and to demand greater protections for workers who could be affected by automation. The proposed legislation would allow authorized companies to test fully autonomous vehicles in both closed and open road environments and, under certain conditions, operate without a human driver. Supporters argue the pilot would give New Jersey an opportunity to evaluate the technology under established safety, insurance, reporting, and oversight requirements. Participating vehicles would also face restrictions in school zones, construction zones, and areas with high rates of pedestrian collisions. Labor groups, however, argue that the state should establish collective bargaining rights and other protections for rideshare drivers before allowing commercial autonomous transportation to expand. The dispute mirrors similar debates emerging in Atlanta, Minneapolis, and the United Kingdom as policymakers increasingly consider the potential workforce effects of autonomous vehicle deployment.

Denver Police Establish Procedures for Driverless Vehicle Encounters

Denver police have received new guidance explaining how officers should handle traffic stops, crashes, and other encounters involving fully autonomous vehicles. The procedures come as a leading autonomous vehicle company expands its presence in Denver and driverless vehicles become a more common sight on city streets. Unlike a conventional traffic stop, officers cannot simply approach a driver and request a license or registration, requiring new protocols for communicating with remote support personnel and safely interacting with the vehicle. The guidance also addresses how officers should respond when an autonomous vehicle is involved in a collision or needs to be moved from a roadway. The issue has taken on additional relevance following a recent chain-reaction crash in which an unoccupied autonomous vehicle was struck while stopped in a travel lane, although police described the impact with the AV as a secondary collision. Denver’s approach illustrates how the expansion of autonomous vehicles is requiring law enforcement agencies to develop procedures for situations historically built around the presence of a human driver.

Another Autonomous Vehicle Company Expands Into Houston

A leading autonomous vehicle company is expanding its driverless vehicle operations into Houston, adding another competitor to the city’s rapidly developing robotaxi market. The company will initially use modified Toyota Highlander SUVs with human safety drivers to map Houston streets before beginning autonomous testing. Testing is expected to focus on several heavily traveled areas, including downtown, the Texas Medical Center, the Galleria, Memorial Park, and surrounding neighborhoods. After completing its initial testing, the company plans to introduce its distinctive purpose-built robotaxis, beginning with rides for employees, friends, and family before any broader public rollout. Houston offers a particularly demanding environment for autonomous vehicles because of its complex roadway system, extreme heat, heavy rain, and potential flooding. The expansion brings the company’s US presence to 12 markets and further establishes Texas as one of the country’s most active states for autonomous vehicle testing and commercial development.

MIT Researchers Develop System to Predict AV Mistakes

Researchers at MIT and autonomous vehicle technology company Motional have developed a new system designed to help humans better understand and anticipate mistakes made by self-driving vehicles. The technology, called the Concept-Wrapper Network, or CW-Net, translates the complex decision-making of an autonomous vehicle’s artificial intelligence into understandable explanations such as “approaching stopped vehicle” or “close to cyclist.” In testing, the system helped safety drivers more accurately predict how an autonomous vehicle would behave in unexpected situations. In one example, researchers discovered that a vehicle stopping near a cyclist was actually relying on emergency braking rather than properly recognizing the cyclist, revealing a potentially important weakness in the underlying system. The technology could give safety drivers more time to intervene while also providing engineers with information that helps identify and correct problems in autonomous driving software. Researchers believe greater transparency into how AV systems make decisions could ultimately improve safety while helping passengers and operators develop a more accurate level of trust in the technology.

London Introduces Autonomous Rides to the Public

A leading global ride-hailing platform and British autonomous driving company Wayve have begun offering supervised autonomous rides to passengers in London, marking the first public autonomous ride-hailing service in the United Kingdom. The initial fleet consists of 15 electric Ford Mustang Mach-E vehicles equipped with Wayve’s autonomous driving technology. Human safety drivers will remain behind the wheel during the initial deployment and can intervene when necessary while British regulators consider broader driverless operations. Riders requesting a traditional ride through the platform may be offered an autonomous vehicle for roughly the same price and can choose whether to accept it. London presents an especially challenging environment for autonomous technology because of its narrow streets, roundabouts, heavy pedestrian activity, buses, bicycles, and complex road network. The launch represents an important step for the European AV market, which has generally moved more cautiously toward commercial deployment than the United States and China.

UK Think Tank Proposes Tax on Self-Driving Vehicles

A British think tank is calling for a new tax on autonomous vehicles to offset potential job losses and congestion as self-driving technology becomes more widespread. The Centre for British Progress argues that policymakers should establish a per-mile charge before autonomous vehicles become commonplace, pointing to the potential impact on more than 400,000 taxi and private-hire drivers in England. The organization also warns that inexpensive driverless travel could increase vehicle miles traveled, particularly if autonomous vehicles frequently operate without passengers. Its proposal would use revenue from the tax to help address those economic effects while potentially replacing some government revenue lost as electric vehicles reduce fuel-tax collections. The think tank estimates that a future charge based on the social cost of congestion could eventually generate tens of billions of pounds annually. Autonomous vehicle developers have pushed back, arguing that imposing an industry-specific tax at such an early stage could discourage investment and undermine the United Kingdom’s ability to compete in the growing global AV market.

China Targets Mass Deployment of Autonomous Vehicles by 2030

China has unveiled a new national roadmap calling for the large-scale deployment of autonomous vehicles by 2030 as part of a broader effort to strengthen its position in the global automotive industry. The plan calls for automated driving to expand across highways, urban expressways, and selected city roads while establishing higher safety expectations for autonomous systems. Chinese officials also want domestic automakers to become more competitive internationally and play a larger role in developing global automotive standards. At the same time, the government plans to strengthen rules governing vehicle production, road safety, autonomous driving systems, and software updates. The strategy combines support for rapid technological development with increased regulatory oversight and industry consolidation. China’s four-year timeline underscores the growing international competition to move autonomous driving from limited pilots and robotaxi programs toward widespread commercial deployment.
